I was amazed to discover that Male’ municipality uses box files and paper instead of a computer for the database of houses and residents of Male’! And this is 2009.
Another more serious discovery is that if both parents of a kid do not own a house, it is almost impossible to get an identity card or a passport legally for their kid! The kid needs to be registered under some house. This registration has no use. Because the kid may live in another house (which is the case most of the time) and it gives the kid no right to live in the registered house.
